Martyn’s Law is no longer on the horizon. It is on your budget cycle.
The Terrorism (Protection of Premises) Act 2025 is expected to come into force in Spring 2027. The statutory guidance that tells you what compliance looks like was published on 15 April 2026 , so the information you were waiting for already exists.
What remains is the work: assessment, procedures, systems, training and testing. For most venues that is a programme, not a purchase, and it has to clear a budget cycle first.
Standard Tier - £10,000
All Standard tier premises and liable for a fine of £10,000 or £500 a day for not meeting compliance requirments when enforcement begins in Spring 2027
Enhanced Tier - £18 Million
The maximum non-compliance penalty for enhanced duty premises: the greater of £18 million or 5% of qualifying worldwide revenue.
Enhanced Tier - £50k Daily
Daily penalties can be imposed for every day a contravention continues at enhanced duty premises, with fines up to £50,000.
On the 3rd April 2025 this new law was announced by the UK Government. The Terrorism (Protection of Premises) Act 2025 also known as Martyn’s Law, requires owners and operators of public venues with capacities of 200 or more people, to take reasonably practicable steps to protect the public.
